like i have snap-mandatory
and snop stop always

i don't think does anything
my scrolling itself is smooth
i'm looking to ignore the snap when the scrolling is done programmatically
(like a skip button)
but if the user is scrolling
i want it go to each and every element
hence the scroll snap
